PM Youth Business and Agriculture Loan Scheme 2026: Complete Guide

If you are between 21 and 45 and have a business idea or a farm that needs funding, the Prime Minister’s Youth Business and Agriculture Loan Scheme (PMYB&ALS) is one of the most generous financing programmes the federal government has offered in years. Loans run from small, completely interest-free amounts up to Rs 75 lakh, with the government paying part of the markup so your repayments stay manageable. The whole application happens online — you never need to visit a bank branch to get started.

The scheme grew out of the earlier Kamyab Jawan programme, reworked with a clearer tier structure and a dedicated focus on agriculture. Around 15 banks take part — including NBP, Bank of Punjab, HBL, MCB, UBL and Bank Alfalah — and the portal routes your application to one of them for processing.

The Three Loan Tiers

The scheme divides financing into three tiers based on how much you need. Choose the tier that matches your project cost — larger loans carry collateral and equity requirements, so there is no benefit in applying for more than you need.

TierLoan amountMarkup rateSecurityRepayment period
Tier 1Up to Rs 500,000 (5 lakh)0% (interest-free)Personal guarantee onlyUp to 3 years
Tier 2Above Rs 500,000 to Rs 1.5 million (15 lakh)5% fixedPersonal guarantee onlyUp to 8 years
Tier 3Above Rs 1.5 million to Rs 7.5 million (75 lakh)7% fixedCollateral as per bank policyUp to 8 years

Tier 1 is the standout: up to Rs 5 lakh with zero markup and no collateral — just a personal guarantee — ideal for micro-enterprises, rural agriculture projects, retail shops and digital or e-commerce businesses. Tier 2 suits equipment purchases and expansion at a fixed 5% markup, still with only a personal guarantee. Tier 3 is for serious scale — up to Rs 75 lakh at 7% fixed — but the bank will ask for collateral, and brand-new businesses need roughly 20% equity (waived for expanding existing businesses).

One ceiling applies across all tiers: nobody can borrow more than Rs 7.5 million in total, and you can hold at most two loans at once. Farmers follow the same pattern with one production loan and one development loan.

How the Markup Subsidy Works

The government absorbs the difference between the bank’s normal lending rate and what you pay. In Tier 1 it pays the entire markup, so you repay only the principal. In Tiers 2 and 3 you pay the fixed subsidised rate while the state covers the rest. Most Tier 2 and Tier 3 loans also carry a grace period of up to one year, giving your business time to generate income before full repayments begin — the same logic behind Punjab’s interest-free Apni Chhat Apna Ghar loans.

Who Can Apply: Eligibility Criteria

  • Nationality: Pakistani citizen with a valid NADRA-issued CNIC.
  • Age: 21 to 45 years. For IT and e-commerce businesses, the minimum age drops to 18 (with matriculation or equivalent education).
  • Business status: Both new startups and existing businesses — individuals, sole proprietors, partnerships and limited companies.
  • Government employees: Not eligible.
  • Credit history: You must not be a bank defaulter.
  • Women’s quota: 25% of the total loan quota is reserved for women entrepreneurs.

For IT-related loans a minimum of matriculation is required; otherwise there is no minimum education at all. Students from other youth programmes, such as the CM Honhaar Scholarship, often build their loan application on those skills.

How to Apply Online: Step by Step

  1. Open the official portal at pmybals.pmyp.gov.pk (via pmyp.gov.pk) and click “Apply for Loan”.
  2. Create your account with your CNIC number and mobile number.
  3. Fill in the form: personal details, education, business plan summary, estimated cost and expected profit, then choose your preferred bank.
  4. Upload your documents: scanned CNIC, a recent photograph, educational certificates and a simple business feasibility report.
  5. Pay the Rs 100 processing fee (non-refundable; covers NADRA verification).
  6. Track your application. It is routed to your chosen bank; if shortlisted, you will be called for biometric verification and an interview.

Tip: pick a bank where you already hold an account, as verification is easier. Branch applications are not accepted — everything starts online, much like the CM Punjab E-Bike Scheme.

Documents You Will Need

  • CNIC (front and back)
  • Recent passport-size photograph
  • Educational or skill certificates (matriculation minimum for IT/e-commerce loans)
  • A simple business plan or feasibility report
  • Experience certificates, if available
  • Utility bill for your residential address

The business plan need not be formal — a one-to-two-page summary of what you will sell, who will buy it, what it costs and what you expect to earn is enough. SMEDA offers free advisory support if you need help with it.

Agriculture Loans: What Farmers Can Finance

The “Agriculture” in the scheme’s name is not an afterthought. Farmers can borrow for production and development — crops, livestock, poultry, fishery and dairy. Typical uses include tractors and implements, tube wells, cold storage or dairy herds, with Tier 1 crop loans often repaid as a lump sum tied to the harvest.

A growing use is cutting farm energy costs: a solar-powered tube well can replace diesel. Our net metering guide explains how solar generation and green meters work, and if solar is your specific plan, compare this scheme with NBP’s Roshan Ghar solar financing, designed purely for solar installations.

Tips to Strengthen Your Application

  • Start with the right tier. First-time applicants get faster processing with Tier 1 or Tier 2.
  • Be precise. Wrong CNIC digits, an incorrect mobile number or blurry scans are the most common reasons for rejection — and submit only one application per CNIC.
  • Show realistic cash flow. Banks want to see what comes in, what goes out, and how the instalment gets paid in a slow month.
  • Use SMEDA’s free help for your business plan and the application itself.

Frequently Asked Questions

Is the Tier 1 loan really interest-free?

Yes. Up to Rs 500,000 at 0% markup — the government pays the bank’s markup in full, so you repay only the principal over up to three years.

Can government employees apply?

No. The scheme targets young entrepreneurs, farmers and freelancers outside government service.

Do women get any special consideration?

Yes. 25% of the loan quota is reserved for women entrepreneurs, with reduced Tier 3 markup pricing for women (and persons with disabilities).

Can I apply at a bank branch in person?

No. Applications are accepted only through the online portal at pmybals.pmyp.gov.pk.

What if my application is rejected?

Most rejections come down to incorrect details, unclear business plans or incomplete documents. Fix the issue and, if the portal allows, apply again with accurate information.

At its core, the scheme is a bet on young Pakistanis’ ability to build something of their own — start small with zero interest, then grow into larger financing as the business proves itself. Prepare your documents carefully and apply only through the official portal.
