CM Punjab Apni Chhat Apna Ghar Scheme 2026: Free Plots and Interest-Free Loans

Rent eats first, and everything else follows. For thousands of low-income families across Punjab, the monthly rent bill — often Rs 12,000 to Rs 18,000 for a modest two-room portion — is the single biggest reason they can never save enough to build on the small plot they already own. The Apni Chhat Apna Ghar scheme is the Punjab government’s answer: an interest-free loan of up to Rs 15 lakh to build your own house, repaid in instalments that cost roughly what rent does — except they end with you owning the roof over your head.

Launched by Chief Minister Maryam Nawaz on 21 August 2024 and executed by the Punjab Housing and Town Planning Agency (PHATA), the programme set out with a bold target: 100,000 affordable homes across the province within four and a half years. Through 2026 it has grown into one of the largest housing initiatives in Punjab’s history, with tens of thousands of loans disbursed and new houses rising in districts from Lahore to Multan.

What Is the Apni Chhat Apna Ghar Scheme?

Apni Chhat Apna Ghar (ACAG) — “my roof, my home” — is a flagship social welfare programme of the Government of Punjab, run by PHATA under the administrative oversight of the Housing, Urban Development and Public Health Engineering Department. It targets a very specific family: one that already owns a small residential plot but has no realistic way to finance construction on it.

The core idea is simple. Instead of pushing families toward commercial bank housing finance — where markup rates can exceed 20% and put ownership out of reach — the government provides a structured, completely interest-free loan backed by a public subsidy. You borrow the construction cost, you repay only the principal, and the repayment is sized to match what an average family already pays in rent. Like other CM Punjab welfare initiatives — the Honhar scholarship for students and the E-Bike scheme — it is aimed squarely at households that formal banking has traditionally ignored.

Three Loan Tiers: 5 Lakh, 10 Lakh and 15 Lakh

Programme literature describes the financing in three tiers, so families can borrow only what their construction stage actually needs:

  • Rs 500,000 — for washroom construction and small additions to an existing structure.
  • Rs 1,000,000 — for building an upper portion or an additional storey.
  • Rs 1,500,000 — for full repair, extension or brand-new construction on your own plot.

All three tiers carry the same terms: zero markup, a monthly instalment of Rs 14,000 for the full loan, and repayment over seven years with the first three months waived. The money is not handed over in one lump sum — it is disbursed in construction tranches as the work progresses, which protects both the borrower and the programme from misuse.

Who Can Apply: Eligibility Criteria

To qualify for the 2026 cycle, applicants are expected to meet the following conditions:

  • Punjab residency: a permanent resident of Punjab, verified through the CNIC address.
  • Head of family: the applicant must be the head of the household as per NADRA records.
  • Plot ownership: own a residential plot of 1 to 5 marla in urban areas, or 1 to 10 marla in rural areas.
  • Income bracket: household income of roughly Rs 60,000 a month or less; a PMT score of 60 or below in the NSER survey is preferred.
  • Clean record: no criminal record and no history of defaulting on bank loans.
  • Joint families: new for 2026 — members of joint households can now apply for a loan to add extra rooms on a shared family plot.

How to Apply Online at acag.punjab.gov.pk

The entire application is free and runs through the official portal. The steps are:

  1. Visit acag.punjab.gov.pk and click “Register Now”.
  2. Enter your CNIC number and mobile number to create an account.
  3. Fill in the Citizen Registration Form with your personal details, family details and plot/land details.
  4. Upload your CNIC (front and back), a recent photograph and your land ownership documents.
  5. Submit the form — you will receive confirmation by SMS from 8070.
  6. PHATA and district teams verify the application and inspect the plot; approved applicants receive disbursement in construction tranches.

If you cannot apply online, you can visit your local DC/AC office or a PHATA facilitation desk in person, or call the toll-free helpline 0800-09100 for guidance. Each district has a set quota, so applying early in the cycle is wiser than waiting.

Documents You Will Need

Keep these ready before you start the form, so the application is not left half-finished:

  • CNIC — front and back copies
  • One recent passport-size photograph
  • Proof of plot ownership (fard, registry or allotment letter)
  • Proof of household income
  • Punjab domicile, if requested
  • B-Form or Family Registration Certificate to confirm head-of-family status

Free Plots: What Has Been Announced

Alongside the construction loans, the Punjab government has announced free residential plots for the most deserving landless families under the programme’s wider umbrella. Because plot availability, location and balloting vary by district and phase, treat any forwarded message promising you a guaranteed plot with scepticism — check the official portal or your district’s PHATA desk for the current, verified list before believing it.

Protect Yourself From Fraud

Every popular government scheme attracts middlemen. Remember three rules: the application is completely free — anyone asking for a “processing fee” is a fraud; the only official contact points are acag.punjab.gov.pk, SMS from 8070 and the 0800-09100 helpline; and never share your CNIC copies or photographs over WhatsApp or with private mobile numbers promising guaranteed approval. Report such numbers rather than engaging with them.

Young applicants who need funding for a small business or farm instead of a house could look at the PM youth loan scheme.

Frequently Asked Questions

Is the Apni Chhat Apna Ghar loan really interest-free?
Yes. All three tiers carry a 0% markup rate — you repay only the principal amount in easy monthly instalments of Rs 14,000 over seven years, with the first three months waived.

Can I apply if I do not own a plot?
The construction-loan tiers require you to own a residential plot (up to 5 marla in urban areas or 10 marla in rural areas). For the free-plot component, check the official portal for announcements in your district.

Is there a last date to apply?
The portal accepts applications on a rolling basis and each district has a fixed quota, so there is no single published closing date to wait for — apply as early as you can.

How long does approval take?
Verification, plot inspection and approval typically take several weeks to a few months depending on your district’s queue, and the loan is then released in construction tranches.

Can members of a joint family apply?
Yes. A 2026 expansion allows joint-family members to take a loan for adding rooms or a portion on a shared family plot.

My application seems stuck. Who do I contact?
Call the toll-free helpline 0800-09100, or visit your district’s PHATA facilitation desk with your CNIC and application reference.
